Canyon Country and the City of Santa Clarita
Canyon Country is one of the four communities that formed the City of Santa Clarita in 1987, along with Newhall, Saugus and Valencia. It was never all inside the city, though. The county’s area plan describes Canyon Country as running along Soledad Canyon Road east of Saugus and north of Sand Canyon along State Route 14, with portions in both the city and the county.
That split matters for plumbing work, because the permit office follows the address. A city address gets its permits from the Permit Center at City Hall, 23920 Valencia Boulevard, where a water heater changeout or a repipe can be permitted online. A county address goes to the county’s Santa Clarita Valley Building and Safety Office at 23757 Valencia Boulevard. If you are not sure which you have, the city’s annexations page has a verification tool that checks the address.
Fair Oaks Ranch and Sand Canyon
Sand Canyon came into the city in three pieces: Fair Oaks Ranch and West Sand Canyon on September 11, 2012, South Sand Canyon on April 16, 2013, and North Sand Canyon on November 15, 2018. The eastern part of the Sand Canyon area is still outside the city limits, so two homes in Sand Canyon can sit under different permit offices and different sewer rules.
Fair Oaks Ranch is in the city. Along Soledad Canyon Road and the rest of Canyon Country, city and county land sit side by side, so the address decides. On any street a job runs the same general way: a plumber finds the cause first, you hear the price before work starts, and the permit is pulled from whichever office covers the address when one is required.
Water heater repair in Canyon Country
Plenty of Canyon Country homes date from the 1970s and 1980s. In ZIP 91351 the median home was built in 1982 and 44.7% were built in 1979 or earlier; ZIP 91387 is newer, with a median of 1990, by the Census Bureau’s 2020 to 2024 estimates. A tank water heater lasts about 8 to 12 years on average, and hard water can shorten that, so a house of that age has likely been through more than one.
Water heater repair covers the fixes that keep a heater going, from a gas valve to a heating element, and water heater replacement covers the swap, the earthquake strapping and the permit. In the city, the fees for a water heater changeout permit come to $102, plus the 10% record maintenance fee where it applies, from the city’s 2026 to 2027 fee schedule; in the county areas they come to $65.82.
Hydro jetting and drains in Canyon Country
Older homes mean older drain lines, and those give roots and grease more to hold on to. A main line that keeps stopping in a 1970s house is usually a job for hydro jetting, which scours the pipe wall instead of punching a hole through the clog, after a camera look at what is inside. For a single slow sink or tub, drain cleaning with a cable is usually enough.
When the line itself is the problem, the address matters again. At a city address the owner answers for the lateral from the house to the public sewer, or only as far as the clean-out when one sits in the sidewalk or within two and a half feet of the property line. At a county address the owner answers for the entire lateral, including the part under the street. Sewer line repair explains what that means for a repair.
Water in Canyon Country
Canyon Country’s water comes from SCV Water, the agency formed in 2018 when the valley’s water suppliers merged. Its 2026 report puts the groundwater at an average hardness of 354 mg/L and the imported surface water at about 160, and the mix of the two varies across the valley and can run harder in a drought. That hardness is what leaves white scale on fixtures and in water heaters.
In Canyon Country, as across the valley, automatic salt-based softeners are not allowed. The valley’s softener ban sets out the details, and water softeners explains the options allowed for scale. SCV Water plans a PFAS treatment plant on Lost Canyon Road, near Sulphur Springs Elementary School; its project page, read in October 2026, gave May 2026 as the anticipated start of construction.
